1. Responsibility Boundary

The Rules category is AIKernel's governance decision layer. Centered on IRuleEngine, it deterministically evaluates whether inputs, intermediate states, and outputs satisfy policy constraints, and always falls back to fail-closed behavior when the decision is indeterminate.
